Airline fares

It seems like airlines charge peak rates all the time, even if the plane is not full, or the season for going to a country is lean! This is most true if the intended flight is booked within 1 month from departure!

I’d like to know how airlines determine whether or not to raise their fares to Peak Rate, and how and when they decide to lower it back to Standard and Discounted Rate.

Anyone from the Airlines industry who can enlighten me?
